[1] In this judicial review I do not find the panel"s brief reasons for concluding the applicant"s evidence "generally untrusthworthy and not credible" to be coherent. The panel"s reasons do not relate to the evidence before it.
[2] While I have some doubt about the applicant"s evidence myself, it is not for the Court to provide reasons to support the panel"s decision.
[3] The judicial review will be allowed and the matter remitted to a different panel for redetermination.
