[1] Unfortunately, the appellant did not demonstrate a knowledge of English or French. She was unable to answer very simple questions. I will refer the case back to the Citizenship Judge, however, for reconsideration pursuant to section 15 of the Citizenship Act, to assess whether an exercise of discretion by the Minister should be recommended. It is important in this regard to note the appellant's age, her health, her widowed status, her large family who are all Canadian citizens, and her restricted area of social interaction.
