JUDGMENT AND REASONS FOR JUDGMENT
TEITELBAUM, J.
[1] This is an appeal by Shu-Feng Chou from a decision of a Citizenship Judge dated June 19, 1997 whereby the Appellant"s application for citizenship was denied. The Citizenship Judge states: "I found at that time (April 21, 1997) that you did not have an adequate knowledge of one of French or English" (Sec. 5(1)(d) of the Citizenship Act ).
[2] At the hearing before me, the Appellant was unable to understand or speak either French or English.
[3] I am satisfied that what the Appellant requires is to take a course in either French or English and then reapply for citizenship.
[4] I regret that I must deny the present appeal.
