[1] The applicant has challenged by way of judicial review the decision of the visa officer dated February 3, 1999, refusing his application for permanent residence in Canada.
[2] In his argument, counsel for the applicant submitted that the visa officer erred in assessing the applicant"s ability in English and his personal suitability. I cannot accept those submissions. In my opinion, the applicant has failed to establish, on the basis of the evidence in the record, that the visa officer committed any error in her assessment of those factors. As a result, her discretionary decision was reasonably open to her on the evidence and my intervention in this matter is not warranted.
[3] The application for judicial review is dismissed. The case raises no serious question of general importance.
