for an extension of time to file a reply;
for an order staying the departure order made against the applicant;

[31 THIS COURT IS NOT SATISFIED THAT:
the applicant has given reasonable explanation why this motion for reconsideration pursuant to Rule 397 should be considered;
the applicant has given reasonable explanation why an extension of time to file a reply should be granted;
the applicant has demonstrated that a motion for a stay should be considered at this stage;
the applicant has convinced the Court that he has an arguable case.
[41 FOR THOSE REASONS, THIS COURT ORDERS THAT:
the motion for delay and for reconsideration of the order rendered on November 1, 1999 be dismissed;
the motion for extension of time to file the reply be dismissed;
the motion for a stay of departure order be dismissed because premature.
