REASONS FOR ORDER AND ORDER
[1] I authorize the Attorney General of Quebec to intervene in these two cases with all the rights of a party. I am of the opinion that his application fulfills the requirements of section 109 of the Federal Court Rules, 1998 and the cases, in particular Canadian Union of Public Employees (Airline Division) v. Canadian Airlines International Limited, [2000] F.C.J. No. 220.
[2] The backdrop to both of these applications for judicial review is the tripartite agreement signed by the Mohawk Council of Kanesatake, the Government of Quebec and the Government of Canada concerning the setting up of a Kanesatake Mohawk police force (the tripartite agreement). The principle at issue is the independence of the Comité de sécurité publique de Kanesatake and the Mohawk police force of Kanesatake.
[3] This Court will be interpreting the tripartite agreement, and this is cause for the Attorney General of Quebec to be heard and to make submissions on all questions of fact and of law.
