WETSTON J.
[1] Ms. Grannum, one of my concerns in this matter, is to allow an appeal from a Citizenship Judge I have to be satisfied that you are eligible for a grant of citizenship in Canada.
[2] It is clear to me that you are very articulate, and you have been in Canada for most of your adult life, and it puzzles me why, over such a vast period of time, an individual such as yourself would not make a greater effort to gain more knowledge of this country.
[3] I asked you certain questions and you seemed to have some mental block with respect to geography. We all have our blocks, but I agree to some extent with Mr. Large, that the knowledge that you seem to have of Canada is not significant.
[4] You have obviously travelled in Canada to some extent. You have been here most of your adult life. There is no question about other issues associated with a grant of citizenship and, so, the issue for me to determine is whether or not I believe you meet the requirements of Section 5(1)(e) of the Citizenship Act.
[5] With respect to responsibilities, you seem to have an adequate knowledge of what they are, and with respect to the knowledge of Canada, while you do have some knowledge, obviously, there are still some gaps which are apparent. Are they enough for me to conclude that you have not met the requirements of the Citizenship Act?
[6] Mr. Large seems to think that you have met them, in the sense that, while there are some gaps, you have sufficient knowledge, and on the basis of your evidence, I would agree with him.
[7] The appeal is allowed.
