[1] While the applicants have made reference to portions of the material before the panel that was not referred to in the panel's decision, there is no obligation on the panel to make reference to every bit of evidence placed before it. Here there was evidence to support the panel's conclusion. It is not apparent that the panel ignored evidence but rather that it took account of evidence before it including evidence that favoured the applicants, but gave greater weight to the evidence supporting the respondent. It was open to the panel to do so. The application for judicial review is dismissed.
