     REASONS FOR ORDER

GIBSON J.:


[1]      These reasons arise out of an application for judicial review of a decision of a visa officer rejecting the applicant"s application for permanent residence in Canada on the basis that the applicant did not meet the requirements for immigration in the occupation of executive secretary. The visa officer"s decision is dated the 10th of June, 1998.

[2]      Following an interview, the visa officer awarded the applicant 64 units of assessment when 70 units was required. In the decision letter, the visa officer wrote:

A total of 70 units of assessment is required in order to qualify for immigration. I consider the units of assessment which you have been awarded as an accurate reflection of your ability to successfully establish in Canada. I gave you the benefit of the doubt and awarded you 2 units of assessment for 1 year of experience as a senior secretary at Jackel International. I also considered your experience as a secretary and awarded you full points for experience. However, the total units of assessment would still be 64. Your application has also been considered under the NOC system which came into effect on May 01, 1997 but the decision remains unchanged.


[3]      Counsel for the applicant urged that the visa officer committed a range of reviewable errors in the manner in which she assessed the applicant, including issues of fairness in the manner in which the interview was conducted.

[4]      Despite the able argument on behalf of the applicant, I am not satisfied that the visa officer committed any error that would justify granting this application for judicial review and referring the applicant"s application back for reconsideration.

[5]      This application for judicial review will be dismissed. Neither counsel recommended certification of a question. No question will be certified.
